If there is one point to be made, apart from the fact that Golden State Water Company's rate request in excess of 35% is outrageous, it is that it is very unfair of the PUC to have allowed Golden State to "regionalize" our water rates and include us with portions of Golden State's business with which we have no nexus, such as Barstow, Calipatria, Orange County, San Dimas, and San Gabriel, Wrightwood and Morongo Valley.
This "regionalization", by the way, was done about a decade ago with the acquiescence of then-City Manager Glenn Southard, we presume with the good advice of his strong right-hand, then-Assistant City Manager Bridget Healy. (pictured, left)
